Certification Program Membership
Certification programs may be eligible for ABC membership as Regulatory Program Members, Voluntary Program Members, or Provisional Program Members.
Regulatory Program membership in the Association is limited to those governmental agencies, or their designee, that have jurisdiction to administer environmental certification or licensing programs, and that meet the criteria established by the Association. The Regulatory Program class shall have all the privileges and obligations of membership, including the right to nominate, vote and hold office.
Voluntary Program membership in the Association is limited to those organizations without governmental jurisdiction to administer environmental certification or licensing programs. Eligibility is limited to voluntary environmental certification and licensing programs that (1) administer their own certification exams only in classifications not offered by the ABC Testing Service or (2) qualify as ABC Testing Service clients and administer ABC certification exams. The Voluntary Program class shall have the right to: nominate for any position, hold the office of At-Large Division Director, and vote for Officers and At-Large Division Director.
Provisional Program membership in the Association is limited to those programs that do not yet fully meet the Regulatory or Voluntary criteria established by the Association. Provisional Program members may be granted Regulatory Member or Voluntary Member status at such time as the program meets the criteria and is approved by the Board of Directors. The Provisional Program class shall have no vote nor be eligible to nominate or to hold office, and shall not be represented on the Board of Directors under any Division.
Certification program membership enables certifying authorities to share information, effective standards, programs, and resources. ABC's services offer a cost-effective, efficient means of improving certification programs. Benefits available to Regulatory Program Members and Voluntary Program Members (described below) include:
Dues are billed on a calendar year basis for certification program members. Dues are calculated according to the number of persons certified. Each person certified should be counted only once, regardless of the number of certificates held by that person. For calendar year 2008, the dues for Regulatory Program Members and Voluntary Program Members are as follows.

Networking
ABC provides a focal point to facilitate a network for environmental certifying authorities. ABC is a professional association that focuses exclusively on environmental control utility operator and laboratory analyst certifying authorities. Through ABC, certifying authorities communicate ideas, information, and strategies that work.
Opportunities for Involvement
Regulatory Program Member and Voluntary Program Member representatives are eligible to hold office (Voluntary Programs limited to At-Large Division Director), nominate officers and directors, and serve on ABC committees.
Stake, Voice and Vote
As a certification program, you have a stake in the certification process on state/provincial and national levels. ABC was extensively involved with shaping the content of the SDWA-mandated national water system operator certification guidelines and plans involvement with similar regulations for wastewater treatment operator guidelines. As a member of ABC, your voice is represented.
Testing Service
ABC's Testing Service provides nationally validated standardized exams to support Regulatory Program Member and Voluntary Program Member (where applicable) operator certification programs. ABC committees provide technical support to ABC and its members by validating new questions, reviewing questions used on exams, and serving as an appeals board for challenged questions.
Publications
ABC provides information and assistance through its publications including The Certifier, The Directory, Operator/Analyst Certification Program Standards, and Need-to-Know Criteria. Discount prices are available to ABC members.
Annual Conference
ABC's annual conference and regional meetings offer opportunities to share ideas, network with peers, and to learn about current issues. Members receive registration discounts.
Recognition
ABC presents the following awards for outstanding contribution toward establishing or advancing certification programs: Harris F. Seidel Award is awarded to an individual, Robert C. McAnespie
Certification Officer Award is awarded to a member certification officer, and the Certification Program Award is presented to a member certifying authority.
